Overview

This standard is a product family standard for fault indicators for detecting short circuits and ground faults (Fault Passage Indicators, or FPIs). It includes simple designs that use only local information/signals and/or close communication, as well as very complex designs that are explicitly designed for smart grids and are based on the IEC 60870-5 and IEC 61850 series of communication protocols. The IEC 61850 series of standards is a horizontal standard for communication networks and systems for the automation of electrical power systems. Compared to instrument transformers, digital communication technology is subject to constant change, which will continue in the future. This standard will support the integration of indicating devices in electrical power automation. This standard defines suitable data models and different communication interface profiles to support the various use cases for indicating devices for detecting short circuits and ground faults. For very complex designs of the display devices (for example, for applications in smart grids), some of these use cases depend on the "concept" of the extended station, in which communication between intelligent electronic devices (IED) located along MV feeder lines and in the main station is provided for in accordance with IEC 61850. The scope of this standard includes the definition of minimum requirements for current and voltage sensors or devices for detecting short circuits and ground faults in networks from 1 kV to 52 kV and the information about their location in relation to the installation location of the display device or about the direction of the fault current. The localization (upstream or downstream) or the direction of the fault current can be detected directly by the short-circuit indicator and/or by a central system that uses the information from several indicators and/or takes into account the characteristics of the supply line/network in which the indicators are installed (for example, overcurrents in radial networks without DER or earth faults in rigidly earthed radial networks). This Part 1 "System aspects" is mainly focused on the user's requirements in order to provide assistance in the correct selection of the short-circuit indicators that will work properly in their networks, taking into account the assumed solutions and operating rules and considering the complexity of the equipment and the follow-up costs. The responsible committee is DKE/K 471 "Messwandler" ("Instrument transformers") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
